Chatbots vs. Ballots: AI's Surprising Accuracy in US Elections ๐Ÿ—ณ๏ธ

A recent study from Brigham Young University (BYU) in the United States shows that artificial intelligence (AI) can answer complex survey questions as correctly as humans.

The researchers tested the accuracy of a GPT-3 language model, which simulates human concepts, attitudes, and sociocultural contexts of subpopulations.

They conditioned AI personas with attributes such as ethnicity, age, ideology, and religiosity. They evaluated whether they would vote the same way humans did in the US presidential elections of 2012, 2016, and 2020. The researchers discovered a strong correlation between how AI and humans voted.

According to the study, artificial intelligence (AI) can assist academics, marketers, and pollsters by creating better survey questions and refining them to be more accessible and representative.

Yet, the advent of AI raises questions about how much it truly knows, whose populations will benefit or be harmed, and how to protect against scammers and fraudsters who will use AI to create more sophisticated phishing scams.

๐Ÿšจ OpenAI's ChatGPT Under Scrutiny as Italian Watchdog Launches Probe

The Italian data protection authority has initiated an investigation into OpenAI's ChatGPT application due to concerns about the procedures used to obtain personal data from users.

The regulator cited a lack of legal justification for pooling and retaining user data to train the platform's algorithms. The commission also expressed concern over a lack of screening to ensure users are over 13.

The watchdog has given OpenAI 20 days to answer or face a fine of up to โ‚ฌ20 million, or 4% of its annual income. This follows a complaint filed with the Federal Trade Commission by a US tech ethics group urging a halt to deploy new generations of AI technology that drives ChatGPT.

โš–๏ธ The Birth of an AI Regulatory Agency?

Artificial intelligence (AI) necessitates regulation, but who should control it is a critical problem that must be addressed. If artificial intelligence poses an existential threat to human survival, governments must seize control of AI firms and regulate them as national security assets.

If AI poses an existential threat, governments may seek to nationalize AI enterprises or restrict AI research and development.

If AI is capable of causing harm but does not pose an existential danger, more mild kinds of regulation, such as criminal liability, statutory civil law, administrative rules, and lawsuits, may be used. Any of these forms of government regulation may be required for AI, but they all have significant problems that must be addressed.

As such, consider the potential of establishing a new federal agency to regulate AI. This could be a compromise option that balances innovation and safety.

The agency might function similarly to existing regulatory agencies such as the Securities and Exchange Commission or the Food and Drug Administration, but with an emphasis on artificial intelligence.

To tackle the complicated concerns surrounding the technology, the agency would need to be staffed with artificial intelligence experts.

While there are concerns that such agencies will be captured by industry or will create excessive bureaucracy, a dedicated body focused entirely on AI may be better suited to oversee the technology than direct congressional oversight or lawsuits.

Finally, establishing a new regulatory agency may be required to ensure that AI is appropriately governed in a way that protects society.
